Anthony Clerk
Dip (Banking & Finance), Dip (Business Mgmt), EMBA

A career banker, Mr. Clerk joined the Republic Bank Group on September 13, 1982. Over the course of his career, he has held managerial positions including Area Credit Manager of the Ellerslie Court branch, a secondment to Republic Bank (Grenada) Limited for three years and seven months where he lead the Corporate Credit function at that subsidiary, and upon his return to Trinidad and Tobago in 2012, Regional Corporate Manager at the Corporate Business Centre (East/Central). Mr. Clerk holds an Executive MBA and a Diploma in Business Management from the University of the West Indies, and a Diploma in Banking and Finance from the Institute of Banking and Finance of Trinidad and Tobago.
Hamant Lalla

Hamant Lalla, Corporate Accountant, has been with Republic Bank (Barbados) Limited from 2013 and has a wealth of experience in the area of accounting and finance. Prior to his current position, Mr. Lalla worked as Chief Accountant for Republic Bank Limited for 6 years. He is a Fellow of the Association of Chartered Certified Accountants. He is a graduate of the Heriot-Watt University with a Master’s in Business Administration. He also holds an ACCA Certificate in International Financial Reporting.
Sharon Zephirin
BSc (Hons.), EMBA

Sharon Zephirin, General Manager, Retail Banking has been with Republic Bank (Barbados) Limited for over 25 years. Mrs. Zephirin is experienced in the area of operations and retail banking, serving in progressively senior capacities over the past 10 years. Most recently, she has worked as General Manager, Operations. She is a graduate of the University of the West Indies, Cave Hill Campus, with a first class honours degree in Accounting. She also holds an Executive Masters in Business Administration from the Cave Hill School of Business, University of the West Indies, Cave Hill Campus.
Sasha Shillingford

Sasha Shillingford, Corporate Secretary/General Counsel has been with Republic Bank (Barbados) Limited for the past seven years and has extensive knowledge in the area of corporate law. Prior to her current position, Ms. Shillingford worked as an Attorney-at-Law and Senior Legal Counsel in Antigua and Jamaica for 8 years. She is a graduate of the University of the West Indies, Cave Hill Campus with a Bachelor of Laws Degree. She also holds a Certificate in Legal Education from the Norman Manley Law School, and a Masters in Business Administration from the Webster University, United Kingdom.
John Peter Ellis Clarke
MA (Cantab)

A banking professional with close to a decade of investment, commercial and retail banking experience at the senior management level of Republic Bank Limited. Mr. Clarke, most recently served as Senior Branch Manager, Commercial and Retail Banking, prior to which he was Head of the, Investment Banking Division and also Investment Manager, Corporate and Investment Banking Division. Over the course of his career, he served as an Investment Banking Associate; Merchant Banking Analyst; and a Management Trainee (Middle Office) at ANSA Merchant Bank Limited. A Trinidad and Tobago National Open Scholarship winner (2005), he holds an MA (Cantab) in Land Economy, Management Studies from Cambridge University, Cambridge, UK.
Derwin M. Howell
BSc (Hons.) (Elec. Eng.), MSc (Tele. Systems), EMBA, MIET, MIEEE, C.Eng.

Mr. Derwin Howell is a graduate of the University of the West Indies with a first class honours degree in Electrical Engineering and an Executive Masters in Business Administration. He also holds an MSc. in Telecommunications Systems from the University of Essex. Since joining the Republic Bank Group in 1997 he has held a number of General Manager positions including Information Technology Management; Business Transformation and Commercial and Retail Banking. He also served as Managing Director and Chief Executive Officer of Barbados National Bank (now Republic Bank (Barbados) Limited). He is currently an Executive Director at Republic Bank Limited, Trinidad and Tobago and provides oversight for a number of areas including Information Technology, Commercial and Retail Banking, Electronic Channels and Payments, Marketing and Overseas Operations. Mr. Howell sits on several other Boards within the Republic Financial Holdings Group.
External Appointments
Mr. Howell is the Chairman of Habitat for Humanity Trinidad and Tobago and sits on the Campus Council of the University of the West Indies, St. Augustine as a Chancellor’s nominee.
Donna Every
BSc. (Hons.), MBA, FCCA

Mrs. Donna Every, BSc. (Hons.), MBA, FCCA, joined the Board of Directors of Republic Bank (Barbados) Limited on July 1st, 2021. Mrs. Every is a graduate of the University of the West Indies, Cave Hill Campus, holds an MBA (Employee Relations) from the University of Leicester and is a Chartered Accountant. She is an Author, Accountant and Business Consultant with over 30 years of experience in Business and Finance.
She is the founder of Arise Consulting Inc. and DE International Inc. and has served as a facilitator for the World Bank’s Women Innovators Network of the Caribbean (WINC) and was Barbados’ Ambassador for Women’s Entrepreneurship Day. Her articles have been featured in over 40 publications including Yahoo! Finance, Reuters.com, MSNBC.com, CBSNews.com and MarketWatch.com.
She is currently the President of the International Women’s Forum, Barbados Chapter.
Jacqueline H.C. Quamina
LLB, MA, MBA

Jacqueline Quamina was appointed to the Board of Directors of the Republic Group in 2016. She is a former Executive Director, of Republic Bank Limited and former Group General Counsel and Corporate Secretary at Republic Bank Limited and Republic Financial Holdings Limited. Ms. Quamina has extensive experience in governance, corporate law as well as banking, finance and mergers and acquisitions in the Caribbean. Her experience in the Group included responsibility for communications, governance, risk and compliance.
An Attorney-at-Law with more than two decades of experience, she holds a Bachelor of Law from the University of the West Indies, St. Augustine and was called to the Bar of England and Wales where she is a member of the Honourable Society of Gray’s Inn. Ms. Quamina holds a Master of Arts degree from the University of London, an Executive Master of Business Administration from the University of the West Indies, and is a graduate of the American Bankers Association Stonier Graduate School of Banking and the Harvard Business School Advanced Management Programme.
She has participated in the Corporate Governance, Executive Education Program, Stanford University, and has completed the Institute of Chartered Secretaries of Canada Director Education and Accreditation Programme and the Certificate in Corporate Governance at the Caribbean Corporate Governance Institute. In July 2016, Ms. Quamina was awarded the title of ‘Fellow of the Institute of Banking and Finance of Trinidad and Tobago for Distinguished and Meritorious Service to the Banking and Finance Industry’.
Debbie Fraser
LLB (Hons)

Ms. Debbie A.P. Fraser, LL.B. (Hons.) joined the Board of Directors of Republic Bank (Barbados) Limited on December 15, 2017. She is a graduate of the University of the West Indies and the Norman Manley Law School in Jamaica where she received the Legal Education Certificate of Merit. She is a partner with Clarke, Gittens and Farmer Attorneys-at-Law and the former Deputy Chairman of the Financial Services Commission of Barbados.
Ms. Fraser is also a former Chairman of the Copyright Tribunal of Barbados and previously lectured in various aspects of law at the University of the West Indies (Mona Campus, Jamaica) and the Mona Institute of Business.
L. I Simone Brathwaite
B. (Mathematics) (Hons.), FCIA, FSA, SOA

Ms. L. I Simone Brathwaite, B. (Mathematics) (Hons.), FCIA, FSA, SOA joined the Board of Directors of Republic Bank (Barbados) Limited on December 17th, 2021. Ms. Brathwaite is a graduate of the University of Waterloo, and a Fellow of the Canadian Institute of Actuaries and also of the Society of Actuaries.
A Senior Principal with the Actuarial practice of Oliver Wyman in Barbados, she has over 18 years of life insurance consulting experience spanning valuation, solvency and pricing in the European, North American and Caribbean insurance markets.
Robert A. Carter
B. Math., CPA, CA

Robert Carter is Principal of Robert A. Carter Associates, a financial consulting firm. In 2010 he was appointed to the Board of Directors of Republic Bank (Barbados) Limited. He is a member of the Board of Trustees of the Arnott Cato Foundation.
He has extensive experience in business and finance in the Caribbean, with a career spanning over 30 years in financial management and the provision of financial and business advisory services.
He served as partner responsible for business advisory services of the Eastern Caribbean practice of Coopers and Lybrand. He has also served as the Chief Financial Officer of a number of leading companies in Barbados including Sagicor Life Insurance, and CIBC West Indies Holdings Limited which was responsible for the operations of CIBC in the Caribbean (now known as CIBC FirstCaribbean International Bank).
Mr. Carter graduated from the University of Waterloo, Canada where he obtained a Bachelor of Mathematics degree and qualified as a Chartered Accountant of Ontario. He is a member of the Institutes of Chartered Accountants of Barbados and Ontario.
James S.Y. Edghill
MSc. (Hons) Civil Eng

Mr. James S.Y. Edghill, MSc. (Hons.) joined the Board of Directors of Republic Bank (Barbados) Limited on December 14, 2018. Mr.Edghill is a graduate of the University of Bristol – UK and holds a Master’s degree in Civil Engineering. He is the founder and principal of ITB Associates, Vision Development Inc (VDI) and Airline Services Inc, Barbados. He is also the Managing Director of One Warrens Limited, a subsidiary of Caribbean Consultants Limited, the leading commercial real estate developer in Barbados. He has spearheaded commercial development projects such as One Welches and One Barbados Place and the Hyatt Centric Hotel.
Mr. Edghill is a former Financial Consultant providing services to firms throughout Western Europe and currently sits on the board of several charitable and private sector organizations.
Andrew P. Hutchinson
BSc., Dip SE (Delft), CEng., MICE, PEng.

Andrew Hutchinson joined the Board of Directors in November 2012 bringing more than 40 years of consulting engineering experience on projects in Barbados and across the Caribbean as the Senior Principal of Stantec Consulting Caribbean Ltd.
A registered Professional Engineer (Barbados) and a Chartered Engineer (UK), he holds a BSc. (Hons) in Civil Engineering from the University of the West Indies, Trinidad and a Post Graduate Diploma (Dist.) in Sanitary Engineering from the International Institute for Hydraulic and Environmental Engineering, Delft, Netherlands.
Andrew was President of the Barbados Association of Professional Engineers (1983-84); Chairman of the Engineer’s Registration Board, Barbados (1994-97); President of the Caribbean Water & Wastewater Association (CWWA) (1994-96). He received an award from the UWI on the 25th Anniversary of the Faculty of Engineering (April 1987): "In recognition of the contribution to the national development of your country within the Caribbean region". In October 2000 he received the Gold Award from the CWWA for his “Contribution to the Caribbean Water & Wastewater Sectors”.
He is a Director of ‘Millennium Heights Condominium Home Owners Association’, Barbados; and Director/Chairman of ‘Rockley Orange Hill Condominium Home Owners Association’ Barbados.
He was Commodore of the Barbados Yacht Club (2012-2015) and since 1991 has been the ‘Honorary Foreign Port Representative’ for the Royal Cruising Club, UK.
